nunit test skipped by restore

  .net-core, docker, kubernetes, nunit

I have created a NUnit project with .net core 5.0 .

When I run it from Visual Studio, command line or local docker container everything is ok, but when I deploy it on dev environment using Jenkins and Kubernetes the result is:

Determining projects to restore...
All projects are up-to-date for restore.

Is there any way to run the tests?
I report the docker file:
