how to check if docker image is already exist in docker hub

I am building a github action workflow for publishing docker image. The workflow will be triggered nightly to build and upload to dockerhub.

I will be tagging the image (and git repo) with x.x.x_<TIME_STAMP> I do not want to tag nor update the image to docker hub, if there is not change in "filesystem" in the image.

Question is, is it possible to know if the currently built image already present in dockerhub?

Note: From the, https://maori.geek.nz/how-to-digest-a-docker-image-ca9fc7630b71 looks like no two docker images built will be same in regards to digest.
