Pull debian image into Windows 2016 server

I have a Windows 2016 ec2 instance and trying to pull debian there, but since the docker architecture is windows/amd64, it not able to build the image. I want to now change it to linux and not sure how to do it because Docker Cli is not installed.

So far I tried:

>docker version

    Client:
      Version: 18.09.3
       API version: 1.39
      Go version: go1.10.8
      Git commit: 142dfcedca
      Built: 02/28/2019 06:33:17
      OS/Arch: windows/amd64
      Experimental: false

  Server:
        Engine:
         Version: 18.09.3
API version: 1.39 (minimum version 1.24)
        Go version: go1.10.8
        Git commit: 142dfcedca
        Built: 02/28/2019 06:31:15
        OS/Arch: windows/amd64
       Experimental: false

   >docker pull debian
       Using default tag: latest
       latest: Pulling from library/debian
no matching manifest for unknown in the manifest list entries

In power shell wanted to run this but no such folder.

 $Env:ProgramFilesDockerDockerDockerCli.exe -SwitchDaemon

Does anyone know if it’s possible to get debian image in Windows 2016? Any help would be appreciated.
